Yes, they come from the factory with locks.

You can buy the locks and hardware for them from any HD dealer. Supply your VIN or key code, and the locks will be matched to your bike's key.

Default Police bag locks....

Where do the locks mount? My bags have a chrome or stainless steel cover at the back near the top. I'm guessing that is the lock hardware location.

If you open a bag, at the rear of the lid there should be a hole just above the lower lip of the bag. The lock cylinder goes in there.

On the saddlebag bottom, there should be a black plastic piece that is attached near the top edge of the bag with two rivets and a backing plate visible on the back of the bag.
