Plain stacks are good for smooth, uninterrupted air flow into the throttle body/venturi. They are crappy when it comes to dusty/dirty air, or rain.
If you are looking at street use, you must at minimum use some sort of filter insert or cover to prevent crap getting in there.
If you only ride when it's clean and clear out, you'll probably be ok. I still prefer some filter though, because you never know when you might go by some guy mowing his lawn out onto the road.

An open stack gives better performance than most air cleaners (on Harleys, at least). You run the risk of sucking all sorts of detrimental crap into your engine, though. A stack with a small internal filter eliminates that problem, but won't have enough filter surface area to add any performance. If it's too small, it will actually hurt performance.
