What is the part called and where is the best place to buy it?

Had mine done by 'www.bossbags.com' and they do a great job. You have to send the bags to them but it's really nice work. They will stay looking new for a long time for sure.

I installed my PaPa bags inserts 4yrs ago. they are easy to put in (bout 1/2 and no glue) and they are still doing a great job.

Default heritage bag inserts

I purchased the ones from 'bagshapers' on ebay about 2 months ago. These inserts are made of a thicker material and really stiffen and reinforce the bags. Very nice tight fit and easy install. The only negative is that I needed another tube of the adhesive (from Walmart). Price with shipping about $70.

I used the leather lid inserts, i installed them when the bike was new almost 2 years now and the bags still look great.
