S&S Super E Jetting Help

S&S Super E Jetting Help
I'm working out all of the bugs on an abandoned 97 Road King I purchased
I finally got it back on the road and I'm having some performance issues with the S&S Super E Carb.
I rebuilt the carb - starts and idles fine but it has no giddyup after reaching a cruising speed of around 55 mph. It just drags when I roll on the throttle.
It has a 31 intermediate jet and a 74 main jet.
I believe this lugging is an indication of a too large main jet - but I checked the plugs and they are perfect?
My question - is my thinking correct and do I need to try a smaller main jet?
Thanks for any help.

Solved
The jetting dilemma has been solved.
I backed up and reestablished static timing. It was out a negligible amount.
I tried a 28 intermediate and a 68 main and still had lugging.
Moved to a 66 main and bingo.
So I ended up with a 28 intermediate and a 66 main.
Here is a picture of my plugs after a 3rd gear 50-70mph acceleration - cut, parked, pulled.

Good lookin' plugs for a carbed machine.
