W/o the baffles, the 2nd reversion pulse is being grossly disrupted, creating a huge upset in fuel delivery at that rpm.
Install the baffles, set the air/idle mixture screw at 2 1/2 turns out, pilot jet at 45-48, and main jet at 180-190.
That should have you at a level that you can ride and enjoy.
Shy of that.........dyno.

Sounds like lack of fuel. When you roll on it a second time your exercising the accelerator pump again giving it more fuel and it seems to respond as i quoted you in bold.

Do as Scott say's and start with a 45/180....
