Default 1st time FLH custom Step1 Rake the frame

Hi, I received my 1997 FLH frame yesterday and would like to start my custom Big Wheel (26 or 30") stretched Street Glide.
I am not talking about buying a bunch of bolt on parts and calling it a custom. I understand I can not do everything, (unless you tell me I can't).
My first step is I would like to rake the frame. I am a man on a budget and wont spend $700 to do this. I have done some intense customs already, (lowered, stretched, 97 Blackbird with a gangster fender, flat black with just a touch of sheen) this is just my first Harley.
I am looking for either a used kit or some advice on building a custom rake kit. I am not looking for anything drastic 3 or 4" over stock, enough to make a noticeable difference. I am very mechanically inclined and have some access to machine shop equipment.
