Is it worth buying?

I say go for it. I bought mine just over a year ago off a local FORD dealership used car lot. Same story too, guy traded it in for a car. I took down the VIN and called the local HD dealerships and found one that had all the service records for the bike. You can also run the VIN through carfax or similar website for cheap and get the vehicle history to confirm it was not an auction bike or crashed. They are motivated to move those bikes because they aren't used to selling them. See if you can work the price even more.
Good luck.

Bought my 2013 Breakout from a car dealer and it had 770 miles on it. As others have said it sounds like a decent deal but you can probably get them even lower. Maybe see if you can get it out the door after all taxes and fees for the $9000. Or as was also mentioned have them pay for brand new tires as part of the deal. Or both...

Have them knock some money off and take it where you want to get tires replaced. I have worked for a Ford dealership and every spring and summer the owner would get a few HD's from the auction. Most of the time him and his buds would be out beating them to death. So do some homework if an auction bike isn't for you.

My 2013 WG tires front and rear lasted 16K. Needing a new front at under 10 even the pizza cutter is saying 1 the tire was swapped. 2 the tire was WAY under inflated. Or 3 theres something fishy with the alignment. Check the VIN and make sure it has 0 accidents on its record. Like stated if you have a knowledgeable friend have them look at it. 9K for something that needs work with that low of millage is not excellent condition. I would mark it as good/fair.

4600 miles? there's nothing wrong with the bike, worn tire? everyone's opinion on when to replace a tire is different, I run them until they are bald, some people only run them to the marks, running a bike hard will wear the tires faster. Anyone who gets 15k out of a tire babies the bike.
they price is really good, you'll pay at least $2k more at a dealer. I don't understand why people trade Harleys in at car lots, they can get more at a dealer. I think car lots sale them cheap just to unload them.

No they arent, unless its agreed upon. Its a used bike.... it sells as is.
Working next to two local dealerships, I've seen plenty of used cars leave the lots with tires that could stand to be replaced. They're not required to sell it with a set of tires at all if they so wish.

I agree with most. Check the vin for accidents, if that comes back ok, buy it. I have seen tires last freaky long miles due to lots of highway miles. I wear out tires fast, due to backroad blasting and down shifting to slow down. I have used up tires @4500 miles before, my buddies that go coast to coast on their dynas last way longer then mine. My good buddy owns a car lot and loves it when somebody wants to trade a bike for a car. He knows they are wanting to get rid of it fast, due to new wife, new baby, girlfriend or old wife whatever. He always comes out good and still sells bike cheap for fast cash.
