Default 06 Dyna, is a clutch puller tool needed?

Trying to remove the inner primary on 06 Dyna, do I require a puller to get the clutch removed?

No, but watch out for the clutch hub nut...it is left hand thread!

I highly recommend a shop manual for doing this kind of job.

You will need to make a clutch locking rod to remove the clutch nut and to torque it back.

all of the above are correct but I especially recommend nevil's suggestion to the service manual. Almost every job you ever do on your harley is described perfectly in that book.

the clutch is on splines, not on a taper shaft so will slide right off, as the others said a service manual is invaluable if you do your own work.
