Rear brake light not working

Rear brake light not working
My 2000 FXDL rear brake light is not comming on.
The regular light works, the turn signals (side lights) work, the bulb is good (tested it with a 12v source).
The fuses are good.
I get power on a red/yellow wire in the block going into the rear tail light unit but no power on the brake light lead going to the bulb
unit.
What should I look for now? Is there some wireing I can access or test int he tail light unit?
**Update: I have traced wiring fromt he connectors under the seat, through a module and back to the rear tail light 'circuit board'
I have 11.5 volts at the correct connector but I still get no light. Is there some special amperage I need to see there?
