By where the fuel is coming out, it appears that the o-ring on the bypass may be letting fuel out before it gets to the actual pressure regulator (bypass valve). If that is what is happening, it will cause a hard start due to lower pressure at the injectors. Without being able to see exactly where the fuel is coming out, it is just an educated guess. See if you can get a better video so we can see exactly where that fuel is coming out, if you can because it does look like too much fuel is bypassing. Just one opinion of course.

I can try to get a video this evening. Of course the leak can't be in plain sight, so I actually had to drop my phone into the tank, hold a flashlight, stand on my head and rub my belly in a clockwise motion to be able to get a good shot. I'll try it again though.
As for the fuel pressure, is there a DIY method to testing it without the special adapter?
