I talked to a salesman at a local dealer and he told me that Harley still had a bunch of parts left in inventory for the regular version that they needed to get rid of first. Being that the SB is the cheapest model in the lineup they chose it to run through the rest of the parts. It will get the HO later on.

Are you wanting to be able to say you have a high output motor like the rest of the bikes? According to harleys website, there is a less than 7 ft-lb difference in torque between the HO and non-HO. Realistically, it's going to be extremely difficult to have any measurable performance improvement by going with the HO. It's more of a marketing scheme if anything... 'for $3k more you can upgrade to the super special engine and get flashy badges. Nevermind that you'll only see a (at the most) 10 Hp improvement and we will still give you an EPA friendly tune which severely reduces engine performance.'
