Are the flames on a 2010 Wide Glide painted on the tank or is it a decal?

I know on other posts, the opinion is a decal but I just wondered if Harley had changed their methods.

It is a decal, however, I believe it is under the clear coat, so you can't tell the difference.

 

If your wanting to change the paint, your gonna need to sand it down to the primer coat below.
