i thought if you put on screamin eagle slip ons or rush slip ons you still have to put on fuelpack , otherwise it wouldnt run right too lean or rich

Not true - if you just swap the stock pipes for the SE II's and make no other changes then there will be no issues with running leaner or hotter. The standard settings on the HD fueler has a +/- 10% tolerence which will more than compensate for the change in 'mufflers'. You only need to do the fuel pack change and download etc. if you change the air cleaner and intake setup to allow the bike to breathe or you change the entire exhaust system and get rid of the active exhaust valves.
