That is pretty hard to do. When you gain in one area, you usually loose in another. I would suggest an Andrews 26.

do heads and cams or nothing until you can do both, costs alot of $$$ to do it right the second time, heads will bump up the compression too. a 2-1 exhaust will help alot too..

Stick with the chain and new tensioners unless you are going to do major bottom end work. These flywheels/cranks can't handle the tolerances needed for gears. I've learned this the very hard way...
