Well looking at the parts manual and Service Manual they seem to be fitted (pressed) units.
Per pg. 7-40 HD
GENERAL
For all but FXD models, the fuel gauge is mounted in a simulated left fuel tank cap. Remove by gently pulling upward. Do not twist.
That's about it other than the normal stuff about disconnecting the electrical stuff.

LOL, yeah, that scared the crap out of me when I needed to remove the fuel gage on my bike when I went to paint it. It was surprising all it took was to grab it and pop it out. Just like stevo posted. Don't twist, just use your fingers and pry/pull it out. Its just pushed/pressed in and will pop right out in your hand. Now, for the life of me I couldn't tell how to disassemble them or separate the chrome from the cap/gage. If you figure that out, please let US know. I was baffled.

Damn it man, I was hoping you had the answer to this. I figured if anyone here had figured out how to take them apart it would be Joe. I was stunned to see you post the question.
I'm considering having a local guy machine two covers out of alumninum. He'll even machine images into them if I want. Then I'll rip the chrome covers off, powdercoat the new ones and attach with set screws. I don't use the fuel gauge so I'm not worried about covering it.
