Default starter jack shaft bolt problem

finally got my new inner primary and am putting everything back together but i have ran into a problem. i have the sleeve on the rear side of the inner primary over the starter splines but when i try to put the parts of the jack shaft that are inside the inner primary together with the sleeve i do not have any threads making contact to tighten the small bolt that holds the jack shaft to the starter. i know the starter pushes the jack shaft out about an inch or so when you hit the start button. is there a way to make it push the shaft out enough so i can get the bolt started without the starter spinning over?

I know this is an old post - brother inlaw having same problem - old bolt is smaller than the new starter, did Moco make a change and go to a larger bolt?
