Default Handle bars rope/braid ??

Im sure this isnt a Dyna specific question but I've seen a few people around my town with this long rope braid thing hanging off the end or their bars. Im talkin like 3 feet long. What is it and why? Ive never seen them before until recently and I dont get it. Im a CA transplant so maybe a Southern thing? Please educate me.

I can think of several times where I really could have used one but I still ain't gonna run one.

I wouldn't say they're dumb, just not my thing.

I see alot 1% Latin bike clubs running those whips around the Chicago area.
Reminds me of the streamers kids used to put on their 5 speed Sting-Rays back in the 60s. Maybe some baseball cards in the spokes too would really rock out the whole package.
