Default Frick!!! Steering Race Installed Backwards

Can anyone advise me as to how to remove bearing races from the steering head that were installed backwards? I have Jims Steering Race Removal Tool but it will not work to remove improperly installed races...

Weld a rod to it and beat the rod out while it is still hot

Not a bad idea but I have neither the equipment nor proficiency to do so... I'm thinking about using a small grinding wheel on the end of a dremel and slowly going at the race until I can wedge it out.

I have a hard time imagining a tool to remedy this and I think I need to forcibly remove it.

Try one of those big slide hammer type of bearing pullers, like the type you use to remove ford axle bearings on a truck rear end, some auto part stores will rent you one.
