Oil fil on oil pan - loose fasteners?

Default Oil fil on oil pan - loose fasteners?

I discovered an oil film all over the oil pan on my 2011 FXDC. Degreased it real well. While inspecting things, I decided to see if the 3/16 allen head fasteners that secure the pan were tight. They were all very loose! I have 19,000 miles on the bike.

I could tighten all of the bolts but one, the one next to the frame on the right-hand side of the bike (if you are sitting on the bike).

Has anyone had to tighten those bolts? Is that the likely reason for the oil leak?

Anyone have a trick for reaching that one bolt?
