So riding down the road on a really sunny day, it is reflecting off the chrome instrument panel and blinding the heck out of me. Do they make a black one of these or do I need to take it off and have it painted / powder coated?

I have the same problem. Mine's gonna get painted one of these days.

 

It's the nature of the beast. Chrome in sunlight. You can get it powdercoated. I also have noticed that the new 2014's come with a black panel. Not sure if it's a direct replacement or not.

Joe powder coated mine and is much better now in the sunlight!

Use to have the same problem so I powder coated mine gloss black but still caught some glare from it being so glossy so I got one powder coated wrinkle black... don't have a current pic of it in wrinkle but here's one in gloss............

 

I wish I could cut it down some and powder coat it wrinkle black. Too Big, Too Shiney.
