Default Primary instpection plate and forward controls

I have a 2005 Low Rider with mid controls. I will be switching to forward controls. I think I am going to opt for the easier installation route where you simply lock the mid control shifter mechanism's cross piece inside the primary, instead of taking off both inner and out primary and removing the shaft altogether.

If I choose this route, will any "parts" (shaft, etc.) stick out of the hole in the primary inspection plate or will all the part remain within the outer primary?

The reason I ask is that, if the parts are inside the outer primary, I might purchase a primary inspection plate that does not have a hole in it and replace the original inspection plate that does have a hole in it. Obviously, if there are parts that will continue to stick out of the hole, even if they stick out only a little bit, I will not be able to use the hole-less inspection plate cover.

The only way to get the shaft out is to remove the primary or cut it. So the shaft will be sticking out of the side.
I opted to keep the shaft. The only right way was to replace both primary covers, inside and outside. That is if you can find one for a 05. It isn't in the way. It's just there.

Leaving the shaft in will also keep the tower gasket from moving around and causing a leak later.
