Just get a wire coat hanger and make a hook out of it and pull them out.

When dropping in the progressive spring kit do you have to remove any fork oil?

If you have not done it recently, take this opportunity to flush the forks and put fresh oil in. Give the tubes a thorough cleaning.

I just replaced the fork oil last year when I powder coated the lowers so I think I should be good. Just wanted to confirm if I needed to remove some fork oil with the lowered springs. Thanks.

All depends on the springs, length should not matter, but if they have more twist or thicker/thinner springs, it could potentially cause a difference in fluid level.
Oil is cheap, doesn't take to long, take this opportunity to flush the forks and put fresh oil in. Give the tubes a thorough cleaning.
