Default Do I Need New Fork Seals?

My '07 Street Bob spent the winter in my frigid garage. I just noticed today that there's a 10 inch oil spot under the left front fork. I had no leaks last fall. Do seals just go bad while the bike is being stored? Any guesses about what's going on?

I don't see any oil along the lowers....just on the very bottom of the fork.

Leaking drain plug. See if you can tighten it...if not, then it's time for a new washer.
