Recently changed out my tires and having a hard time getting the top cover "centered" -- as i torque the bolt it moves the cover and then it touches the rubber bushing which makes an annoying squeak with every little move. I recall last time i changed tires dicking around with this, was wondering if anyone had any tricks to keep this cover stationary as i torque the bolt.

Try putting a wood shim in there. Then slide out the shim after the bolt is torqued.
