Default LED Rear Turn Signals Lose Power, Cluster Indicator Stuck On

Here's the setup I have on my 2009 Street Bob:
2-wire LED front turn signals set up to be turn-only
Stock tail light
3-wire LED rear turn signals wired as the factory ones were (run, turn, brake)
Badlands Load Equalizer LE-03A

Here's the problem I'm having:
When I first put the key in and turn to ignition, all the lights turn on and function properly. The headlight comes on, front turn signals do not (as I said, they are turn-only), tail light is on "run", and rear signals are on "run". If I squeeze the brake, the 3 rear lights all light up, and then return to "run". However, if I hit one of the turn signals, it will flash normally until I cancel the signal. When I do that, the light turns off completely, won't light up when I squeeze the brake, and the turn signal indicator on the dash becomes stuck on, but only dimly lit. Same result on both sides. If I turn the key off and then back on, then they all function again until I try the turn signals, then again they turn off completely and the indicator light on the cluster is stuck on and dim.

Any ideas as to what may be causing this to happen?

Could it be a faulty turn signal module and it's resetting when you cycle the ignition?

Is there any (quick) way to test it other than taking it out and putting a new one in? I'm assuming I'll have to grab my voltmeter, the factory manual, and start checking the TSM wires if there isn't any other way.

If that's the case, if anyone has experience with that, please chime in.

If you don't have one to do a quick change test then a Voltage meter, time and patience.

Is a TSM plug and play, like a relay? Or do they have to be reset after the install?

I have access to a few other bikes, they are all 2013s: Road King, Street Glide, Ultra Classic. I'm assuming because they all have security that the TSM out of any of those won't work on my bike?

Edit: Just unhooked the Badlands LE and ran the same test with brakes and turn signals. Does the same thing, only with the hyper-flashing signals.

Got a new TSM in the bike, still acts the same. Unplugged the LE, acts the same with fast flashing signals.

Eliminated the STT module, and the indicators on the dash stay dimly lit, front signals work, rear running lights with turn signals work and cancel properly, only the center light lights up for the brake.

So between eliminating each of the 3 modules, it only changes the symptoms but doesn't fix any of them. Where do I look now?

The bike needs to go through an inspection before I can start riding it, and it won't pass with the lights as they are so any help would be greatly appreciated.

I suspect it maybe how the load equaliser is wired in. One thing to watch out for is that LED lights often have very small gauge wires. Depending on how the equaliser is wired it can put excessive load on the wires if they are not rated for the non-LED version, in particular the earth.

The equalizer is Badland's plug and play style unit. No hard wiring was done for that unit, and all the signals were soldered and shrink wrapped.

Where do I start looking for a bad ground/earth wire?
