I wound end eliminating the factory tail light on my '09 FXDB and went with the factory side mount from a '14. I opened up and separated the rear harness, spliced in the wires for the plate light with the left turn signal's wires (run and ground), and then ran each signal's wires under the fender struts. Tucked the length of center tail light in case someone wants to add the center tail light back later on. Eliminates the center light, and eliminates the chance of ripping up the harness when it's mounted directly to the fender with a slammed bike. Easy solution. I bought an outdoor quality wire, possibly 2 lead landscape wiring, and then shrink wrapped it. But to answer your question, yes it runs on top of the swing arm. I'll snap pics later. Because it's all black you can't see it. Like the guy above did, I removed my rear tail light, and spliced into the rear federal harness, but instead, I used the run and ground leads for the taillight since they no longer serve a purpose. I made a separate socket that let's me unplug just the license plate as well. I made another socket that sits behind my lower shock bolt so I can disconnect there as well. This came in handy since I just added an led frame to replace the led license plate bolts I originally had.
