Yeah, just the sleeve, and a bearing on each side. Then, obviously the spacers on the outside.
As far as the wave washers, I believe the face away from the rotor. Hope that helps! Get some pics up, when you get the bike together!

Some wheels, like the deuce rear wheel I have on my bike do require a shim between the wheel and the bearing. The best thing to do is to measure from the outside edge to outside edge of your current wheel bearing. Then check that measurement against the bearings and spacer you will use in the new wheel. The distance should be the same. I never took the bearing out of my factory 10 spoke wheels so I can't say if a bearing shim was in that set or not. Without the bearing shim in the deuce wheel, the bearing would have sunk too far into the wheel and the external spacer would be too short. With the shim in, everything was perfect. Look up the instructions pdf for the wheel for you bike and it will give details of which spacer each wheel uses for each bike model. Read it carefully as it isn't super clear.

great idea, only want to do this once....wierd this is that the primary side of wheel has a bigger bore than the other side where the inner sleeve goes through. the bore for the bearings are obviously the same but with the bigger bore on the one side what makes that line up perfect when pressing bearings to the sleeve?
