Try welding as Joe said with the wet rags. Also one other idea, you said you used JB Weld and it held for a little while. I have used Marine Tex epoxy to fix a few things over the years. It can withstand heat, oil and gas. You can paint it, machine it drill and tap it if needed. Costs about $10 and it is worth a try.

Looks like it's a no-go.
I tested it out on a chrome spare part I had laying around the garage. Even the smallest tack weld showed through onto the chrome on the other side. Since I couldn't get it to work on a test piece I'm not going to risk ruining the heat shield.
I'm going to try the Marine Tex epoxy and if that doesn't work, then I'll look into a replacement or re-chroming...
