Default 95 Electra Glide Overcharging

I was riding last week and glanced at the voltmeter that happened to be pegged at 16. I shut down and restarted and reading went to 13. It happened again today. Any ideas whats going on?

Without a regulator the stator will put out big volts. Thats why thay call it a regulator.

Check batt voltage @ batt while running if its 16 regulator going bad .If voltage is less than guage guage going bad
