Default 1988 fxr start problem

I have a huge issue and its driving me crazy!! The bike has been disassembled for years and is going back together with all new parts. It has a brand new wiring harness. All wired correctly to my hd fxr shop manual. Problem is i tried rolling the motor over with the starter, the motor spun the wouldn't engage. Also melted my clutch cable. Added extra ground from tranny case to frame and problem solved. Starter motor spun great but still no jack shaft engagement. Pulled outer primary off and noticed the fork coming off solenoid plunger was backwards. Fixed that and now the starter motor wont spin at all! Check voltage at solenoid i get 12.9v on the top stud (hooked directly to battery) when i hit the start button i get 8v on the trip wire and 1v at the starter post. Tried a new solenoid with the same result. Also new starter relay. Added another ground from the starter directly to the battery and still the same results. Please help!!
