Sorry for the delayed followup, we went on a small vacation right after what was luckily the tail end of all this. Long story short after pouring over manuals and wiring diagrams with a ton of help from Vernal (thank you for your patience by the way), I finally got it figured out.

Longer story is based on what I was thinking the module basically splits the brake wire to send it to both turn signals so in my head if that wasn't working the module wasn't working. I ended up picking up the Kuryakyn module that does the same and instantly both tail lights worked and now double as brake lights so life is good. At least until my wife notices all the packages getting dropped off from new lights, helmet, and other toys.
