Default 2008 FLSTC Overcharging batteries/Burning up Regulators

I have a 2008 FLSTC Its Fried 2 Batteries and 3 regulators, its overcharging. Stator seems to check out ok. No shorts and its putting out acceptable AC voltage. But i have a brand new battery, i just hooked up the 3rd regulator tonight (thought maybe replacement regulator bad) started bike at first voltage was at 13.47 then after revvin it up a few times started readin over voltage up to and over 17 volts. could the stator be overcharging causing regulator failure?

In theory the volt reg should stop it from over charging. But maybe people have seen different.

Crap situation, don't want to keep drying batteries. Unlikely this many volt regs are bad. But it shouldn't get that high.

Harley volt regs dump extra to ground, maybe not good mounting on volt reg. Dunno.
