Default low beam and passing lamps won't come on

2007 softail deluxe---changed handle bars, removed the pins from the molex connectors method-after getting it all back together the low beam and passing lamps won't work!--- all other functions are normal, turn signals, horn it starts, the high beam also works. went thru all connectors several times every thing matches up to the wiring diagrams. checked that none of the pins pushed back in the connector, all are good. all fuses are good.

Check for power at the yellow wire on the headlight connector. I think that is the low beam.

This is when the service manual is worth the purchase.

So many wires in there.

It looks like power for the headlight comes to the Hi/Lo switch via a Blue (BE) wire. I'm assuming that the BE wire has power because you have a working Hi beam. If not, check the Headlight fuse 15A.
That BE wire runs direct from the fuse to the Left Hand Control connector (24B) on the main harness & (24A) on the handlebar harness.
The BE continues to the HI/Lo switch. The Hi/Lo switch then controls how the power goes to the headlight. I think the White (W) is the Hi beam and the Yellow is the Lo beam. So at the Hi/Lo switch you should have a hot BE and, depending on the switch position, a hot W or Y.
From the switch power goes to the headlight connector.
The Y wire also feeds the Passing Lamp switch.
You might be able to access the wiring diagram for your bike from here:

Is that internal wired? I had all sorts of problems when I did my bar swap because some of the wires were pinched when I reattached the clutch lever assembly.

BE wire hot at HI/Lo switch Y wire hot at Hi/Lo switch with switch in Lo position

Is Y hot at the 8 place handlebar connection 24A ?? If no then broken wire between switch & 24A

Is Y hot at connector 24B ?? If no are Y wires in the correct positions & are pins/sockets locked in the connectors??

Is Y hot at connector 38A ?? If no broken wire between connector 24B & 38A

O/W wire is not used for headlight. It is used for HDI position light & DOM fender tip light.

Above are 2 separate pictures of wiring - Top one is handlebar control.
