Default Speedometer blowing 15amp fuse

My '05 FLHR is blowing the 15amp battery fuse with everything turned off. I chased it down to the speedometer. Unplugging the speedo stops the 15amp battery fuse from blowing.
I've checked the all the exposed wire ends and there's no wear on any of the looms.
There are 11 wires in the connector to the speedo. Could any of these wires be causing a short? How common is it for a speedometer component to fail?

One of those Speedo wires must be shorted. Check them all to ground with a meter or a test light. Not a common failure, but it can happen.
