Can a stator and voltage regulator be "too powerful?"

Default Can a stator and voltage regulator be "too powerful?"

I have a 78 shovelhead. At some point, someone installed a 32 amp stator and matching regulator.

The voltage regulator crapped out on me yesterday. I'm wondering if it's because the VR is dumping too much current to ground.

The only loads on the charging system are:
1) Low current HID headlamp
2) 5W tailight bulb
3) Fuel pump (2 amp draw)

The bike has a mag, so all of the ignition is handled by that.

There is no battery, but there is a large "battery-eliminator" capacitor.

I'm just worried that the regulator burned out because such a small load forced the regulator to dump too much current. Is that a reasonable thought? If so, should I replace the stator and regulator with a smaller, lower amperage unit?
