98 Won't Turn Over

98 Won't Turn Over
I have a 98 Sportster 1200 Custom and I haven't been able to get it to start for about a month now. Any suggestions gladly welcome.
Bike wouldn't start. had no power like the battery was dead, starter switch did nothing. Turn signals, horn and brake lights worked
Headlight did not.
replaced the hand control switches (thought starter switch might be bad)
replaced all 4 fuses
replaced ignition relay
replaced headlight bulb
jiggled something and bike started but turn signals and horn did not work
after I turned it off the bike tries to turn over but won't, all lights including headlight work but no horn
had battery test (was good)
now no spark at spark plugs.
Ordered new battery cables and need to test if power is going to the coil or if the problem is with ignition module. Also replacing vacuum tube from petcock, and elbow joint from other side of tank.
previous work:
replaced battery
replaced the ignition module with the Ultima Programable Ignition
replaced the stator
replaced the voltage regulator
replaced horn

Have you even looked at a wiring diagram for your bike?
Check the battery cable connections, make sure they are clean and secure.
With a voltmeter, touch black probe to negative post of battery, red probe to each post of the main breaker, should see battery voltage at each post.
Turn ignition switch to on position, touch black probe to battery negative post, red probe to each fuse, you should see battery voltage at each fuse (both sides of each fuse).
Check the battery cable connections, make sure they are clean and secure.
