Default horn problem 89 ultra

Push button horn make some nose but not correct. I pulled feed wire off and ran jumper from the + on battery works fine. Check voltage at horn wire I get 11.1 volts but still don't work. I pulled horn switch cleaned still don't work but have 11.1 volts.
Is there a horn relay?

Thanks for any help.

You should be getting system voltage throughout the horn circuit when the button is pressed.

11 volts indicates that there is too much resistance somewhere between the battery and the horn.

Find the problem with your voltmeter, neg probe on neg battery post, horn wire connected to horn.

Touch positive probe to the terminal on the horn (touch the probe to the terminal on the horn, not the terminal on the end of the wire), press button, note voltage.

Touch the terminal to each of the contacts on the horn switch, press button, note voltage. I`m guessing you will find a discrepancy here (one contact will read system voltage, one will read low).

There is no horn relay.
