That bolt has been loose for while. That's why it sheered off. You could weld a nut to it back it out if it isn't cross threaded.

I have had a frame replaced on a 08 streetglide for rust concerns. Its really not a big deal if you get a tech that knows what he is doing.

 

I would get the bike back and ask to be notified when the new frame is received. Have the bolt removed, replace it and go ride my new bike while I'm waiting, or request a loaner. No way I would go a month without riding during the prime riding season.
