You can use Google Maps on the iPhone; use the maps in offline modus. Also heard good feedback on Sygic.

If you decide to opt for a Garmin or TomTom you can also create routes offline before you hit the route (or locals can share routes with you).

I trust the Vodafone card in the Netherlands will be comparable. And probably same applies for T-Mobile and Orange.

This is all good info. I am putting the Europe trip off for a year, and will target 2018. I just bought a new 2017 ElectraGlide and will tour the US and Canada this summer.
