In some parts of the UK a 'gully' is a drainage channel, the sort of think the runs along the edge of a road to take rain water. A 'glumper' is a local nick name for the truck that brushes and cleans them, to keep them clear. Simples!

 

Yep, we got gullys too. A gully washer is a very hard rain. Saves petrol.
