When I cleaned my tanks, I used corks from the hardware store to block off the bung holes.
I also bought about 2 feet of brass lamp chain (make sure it's brass, so it won't spark). I tied the lamp chain to a piece of string, and the string to a large enough object so the string wouldn't fall into the tank. I then dropped the chain into the tank with some kerosene and shook the tank to loosen up the deposits. Worked perfectly, and it's a lot easier to get back out of the tank than lead shot.

this is what I use now it makes the inside of your take new again after its clean I put a qt of gas in the tank mixed 32:1 and shake it to keep it from rusting

I would have used acid if I were trying to remove rust. In my case I was trying to remove sediment build up from 100,000 miles worth of gasoline, without removing the chromate lining from the inside of the tank (back in the '90's, H-D actually painted the INSIDE of the gas tanks, not sure if they still do).
