When I bought new bolts for my brake rotors (I was building new wheels), the bolts came with thread lock already installed on them. Combine that with the proper Nylok nuts and those rotors are on to stay.

FWIW, I consider all that hardware "single use". I replace it any time I have to remove a rotor.

Also, I tighten them in several passes, alternating back and forth (like tightening wheel nuts on a car). Less likelihood of warping a disc.

If you buy the HD bolts they will already have threadlocker on them.

The bolts are in shear. If that's what the book says, that's what you need to torque them to. And don't forget the Loctite. Whichever one the books says to use.

That's as tight as I'd go for steel into aluminum. You can go tighter, but you'll be back on here asking about stripped threads and Heli-coils.
