Default Detachable Tour Pak Rack Fit Issues

I have been wanting to add a detachable kit to my tour pak. I purchased a new HD docking kit and a used aftermarket detach tour pak rack. I thought the rack would fit my 97' EG but I am not sure now. I installed the rear docking brackets per the HD instructions and I only have the large chrome washer between the docking post and the rear mounting bracket. If you look at the black latches on both sides you will see that they will not engage the posts. The rack doesnt seem wide enough? I thought there was only one of these racks that fit all FLH's? What am I doing wrong?

I hope ya get some good answers.
Cause I'm either gonna add a tour pack to my 97 EG or end up buying another bike.

Wait another bike could work I ain't giving up this one,

I had a similar issue when I added my TP. I "finessed" them and now they fit. Measure twice bend once.

Forget what year they widened rearend to wider swingarm.... but i used some fender washers to space out the kit they told me wouldn't fit. Tourpak is quick release but have only put it back on maybe once in years haha

I have a 95.
I used all 97 and later parts.
I did have to use spacers also.

Of course the dealer told me that it would never fit.
