On a front wheel the holes for the rotor bolts are the same size. On the rear wheel the holes for the rotor bolts are usually smaller than the holes for the sprocket/pulley bolts.

yea I didn't have any bolts to try it with, didn't feel like pulling a bolt off the bike, with my luck it'd screw up the hole an need a helicoil

IIRC, brake rotor bolts are 3/8-16 and pulley bolts are 7/16-14.
