I'm changing exhaust header on a '13 FLHX, should I use a threadlocker like Loctite or use anti-seize compound? Will Loctite blue hold up to the heat?

Use an Anti-sieze. And then run it through two or three heat cycles and re-torque the header bolts to spec.
