Thanks for all the help. Because of some problems with a borrowed air compressor I had to get a little innovative with tool selection.

I used a hack saw to make the short cuts along the side. I used a dremel 1.5" cutting disk for the two longer cuts. Since the longer cuts were across from each other I was able to put a hack saw blade all the way through and cut lengthways through the converter.

Once I did that I used the air hammer with chisel attachment and channel lock pliers to dig out the converter. It took about me about 3 or 4 hours to tear the guts out and a lot of that was messing with the bad regulator on the stupid compressor.

I ended up having a machine shop TIG weld it back together. Cost was $45 for the welding.

Hopefully this week I will have time to put the pipe back on.

Ok. So what material is the head pipe made of? I have a mig welder with regular core wire. Can i weld it with that, do i need a different type of wire?

i welded mine up with a mig using regular core wire and gas. ground it all down and you can hardly tell it was tampered with. seems to be fine.
