That is exactly what it is designed to do.
Supposed to be vapors only. Suppused to be.
The charcold filter absorves the hydrocarbon (gasoline vapors).The bottom of this thing is open to the admosphere protected by a felt filter.
The idea is when you shut down and these vapors go off, then go off into the charcold where they are held there till you start up again. These flo back into the engine, as you go down the road, regulated by the old PVC valve.
But motorcycles have space and style issues that makes work a little off the wall sometime.

My CA bike does that too (07 ultra) was told that if you fill all the way up it runs into the smog canister and the canister dont like it. Sorry for the technical description (hehe) but its the nature of the beast. Just back off 50 cents worth or so, dont ask me how I know....
