FUEL GUAGE not reading

I have a 98 Road King. I'm the Second Owner. My Fuel guage lights up but does not move. If this was a sports bike I'd drain the tank an check float on the fuel pump. But this being my first Harley I'm looking for advice. Anyone have this happen to them?
