Any prep needed to lowers from chromer before assembly? Cleaning? Honeing?
Guys got some lowers from one of the Ebay chromers. They look real nice, but noticed a little rust/residue when I wipe the inside of the tube with my finger.
I imagine these things should be prepped/sanitized some how?

All the fork tubes in our chrome exchange program are cleaned and protected before being shrink sealed and shipped.
I wouldn't expect that the bargain basement eBay sellers would provide the same service.
To answer your question, yes they should be cleaned..
Here's your solution
Buy this brush on amazon,
attach it to a Dewalt drill, Use water and a little simple green to get any plating material dust or grime removed. Then clean and dry the brush.
Next spray WD-40 on the brush and give the inside a good coating. You should be good.
