Front suspension leak

Default Front suspension leak

My '88 EGC has had a slow leak from one of the front forks. Originally I thought it was the brake caliper but I have had the bike on a lift for the past couple weeks while I work on the wheels. Since the calipers have been hanging loose I can see that the leak is from the fork from where the oil drip is landing. I wiped the slider clean and a day later I can see a drip forming above the drain port.
My question is do I have an issue with only the upper seal of the fork, or is there also an issue with the internal valve? I am wondering this only because the suspension has been hanging for so long the I would think all the oil would have dropped to the bottom of the fork by now and not be coming out of the upper seal, or did the previous owner just over fill the fork?
Has anyone seen this before?
